DISTRICT CFO APPOINTS NEW FINANCIAL CHIEF FOR D.C. PUBLIC SCHOOLS

(Washington, D.C.) Chief Financial Officer Natwar M. Gandhi today announced the appointment of John D. Musso as chief financial officer for the District of Columbia Public Schools (DCPS). Musso brings over 25 years of experience as a teacher, principal, and administrator to his new role as the school district’s top finance official. His selection is the result of a nationwide search conducted by the DCPS superintendent’s office, in conjunction with the District’s Office of the Chief Financial Officer. His annual salary will be $139,000.

"Mr. Musso is an accomplished administrator, and I am pleased he has agreed to join our team. He is well prepared to continue the work of improving and strengthening the financial systems at DCPS," said Dr. Gandhi.

Musso comes from Pueblo, Co., where he was deputy superintendent for Pueblo School District No. 60, supervising all areas of the district’s support structure. Prior to that appointment, Musso was Executive Director of Finance for the El Paso County School District 2 in Colorado Springs, Co., where he administered all of the district’s business affairs, including budget development, financial forecasting, data processing, and supervision of payroll services. He has also served as associate superintendent of support services and administrative assistant to the superintendent in Pueblo School District No. 70.

In Colorado, Musso was appointed to the Governor’s Advisory Committee on Governmental Accounting, and he served as president of the Colorado Association of School Business Officials. He also led the state in the area of Qualified Zone Academy Bonds by being the first school business official in Colorado to access and develop a process for the dissemination of such bonds. Musso has received numerous awards as an educator and an administrator, including being named the top business official in the nation by the Association of School Business Officials International in 2001.

Musso received a bachelor’s degree in science and math from the University of Southern Colorado and a master’s in educational/business administration from the University of Northern Colorado.

The Deputy Superintendent supervises all areas of the district's support structure and assumes total district responsibilities in the absence of the Superintendent. The Deputy serves as chief administrator in planning and carrying out policies and procedures for the emergency operation of the schools. The Deputy Superintendent is responsible for coordination and articulation of the instructional programs with the support services functions of the school district.

Responsibilities:

The Assistant Superintendent for Auxiliary services supervises the support areas of Transportation, Nutrition Services, Warehouse, Maintenance, Operations, Facilities and Safety Departments. This position is responsible for managing all support areas of the school district to include all insurance and risk related programs.

Responsibilities:

The Executive Director of Finance is directly responsible for administering all the business affairs of the school district to include budget development, financial forecasting, data processing, supervision of all insurance programs, as well as warehouse, print shop, nutrition service, and payroll services. The Executive Director is also responsible for networking with the business community, as well as interpreting the district's business affairs to the district's board of directors.

Responsibilities:

The Director of Finance is responsible for assisting the Executive Director of Finance with all business the affairs of the school district to include budget development, financial forecasting, data processing, supervision of all insurance programs, as well as warehouse, print shop, nutrition service, and payroll services.

August, 1990 - May 1996 - Associate Superintendent of Support Services, Pueblo School District No. 70, 24951 Highway 50 East, Pueblo, Colorado 81006.

Responsibilities:

The Associate Superintendent of Support Services is responsible for administering the business affairs of the district in such a way as to provide the best possible educational services with the financial resources available, and has broad management responsibilities. The Associate Superintendent of Support Services is also responsible for all finance & investments, budget development and long range financial forecasting & planning. The Associate Superintendent for the school district supervises maintenance, transportation, food service, purchasing, facilities planning, secretarial and clerical personnel, management of insurance programs, directs the Chapter I reading program, and is responsible for purchasing and bidding all supplies and equipment in the school district. The Associate Superintendent of Support Services supervises data processing procedures to provide management information, evaluation techniques and long-range forecasts. The Associate Superintendent of Support Services is also responsible for the alignment and networking of the business community and school district.

Responsibilities:

The Administrative Assistant to the Superintendent is responsible for administering the business affairs of the district in such a way as to provide the best possible educational services with the financial resources available. The administrative superintendent is also responsible for budget development and long range financial planning. The administrative assistant to the superintendent for the school district supervises purchasing and bidding all supplies in the school district, facilities planning, secretarial and clerical personnel, and management of insurance programs.

Responsibilities:

The principal develops and promotes the education needs of students by using leadership, supervisory and administrative skills. The principal is responsible for supporting the staff members in the performance of their duties and serves as the educational leader for the building. Through the use of participatory decision making and teaming in the school, a child-centered curriculum is developed and delivered to all students. All children can learn and learn well is the principal's basic premise that allows all students to succeed as evidenced through performance-based student assessment tools. The principal is responsible for the purchasing of a myriad of supplies that a school would need to function, as well as administration of a budget to facilitate site based decision making. Active parent involvement is the key to the success of the students, staff, and community.
