The Members of the D. C_ Board of Education Present the Following Resolution On the Rescinding of the elimination of all Salary Increases for FY 2004

WHEREAS, the Board of Education (Board) on July 16. 2003 adopted a number of actions to address the projected budget shortfall in Fiscal Year 2004, which was not fully funded;

WHEREAS, as part of the plan, the Board eliminated all salary increases for fiscal year 2004;

WHEREAS, the Board is committed to working with our labor partners to address the challenges to the Fiscal Year 2004 Operating Budget;

WHEREAS, the Board continues to seek to honor collective bargaining agreements;

WHEREAS, the Board is committed to balancing the Fiscal Year 2004 and complying with the requirements of the District Anti-deficiency Act of 2002;

WHEREAS, the Board is committed to working with our stakeholders to identify potential areas of savings to ensure that DCPS achieves a balanced budget; and

WHEREAS, the Board continues to endorse the Strategic Business Plan and will make appropriate changes in the Plan to reflect changes in the DCPS FY 2004 Operating Budget

BE IT RESOLVED that the District of Columbia Board of Education takes the following actions to rescind the elimination of all salary increases as part of the Fiscal Year 2004 Budget Reconciliation:

  • Rescind the July 16, 2003 Board action to eliminate all salary increases for FY 2004
  • Table the consideration of the revised FY 2004 Operating Budget until the October 15, 2003 Board Meeting
  • Examine the List of Potential Savings To Be Discussed With Stakeholders
  • Direct the Superintendent to reopen negotiations with collective bargaining units
  • Meet with Stakeholders, the Transportation Administrator, and Labor Partners to examine and recommend potential areas of savings
  • Hold a hearing on October 8, 2003 at 5:30 p.m. to discuss the FY 2004 Operating Budget

List of Potential Savings To Be Discussed With Stakeholders

  1. Examine the efficiency of the school security contract
  2. Negotiate the billing process with District government officials to recoup energy conservation savings
  3. Collaborate with the Transportation Administrator to achieve reductions in the contractual and leasing costs for the operation of buses and other attendant transportation related costs
  4. Consider outsourcing all financial administrative functions (with the exception of budgeting) for central administrative offices and schools
  5. Reassess all contracts
  6. Review potential cost reductions in Food and Nutrition Services
  7. Review the costs for Central Administration and Board Office Space
  8. Review the rates and marketing strategies for use of DCPS Facilities
  9. Reduce school based administrative staff
