SUMMARY OF EXPERIENCE
Leader and administrator of human services and support
programs with demonstrated experience in designing, implementing and
managing in the public and not-for-profit sectors. Possesses strengths
in team building, visioning, designing, planning, and project directing.
Additional skills in the areas of large and small group facilitation;
not-forprofit board and staff training; lecturing; working with
community-based organizations and groups; public speaking; and writing.
ACCOMPLISHMENTS
Leadership/Management
- Managed critical public policy
issues concerning human services delivery, developed policies pertaining
to children, youth and their families, and neighborhood-based municipal
services. Developed 501(c)3 Trust for funding community based out-ofschool
time programs; wrote and published Safe Passages Children Youth Action
Plan - 2000 and 2002; oversight responsibility for the Department of
Human Services; Office of Human Rights; Department of Health; Department
of Parks and Recreation; Child and Family Services Agency; Office on
Aging; Department of Mental Health Services; and D.C. Public Libraries.
- Led a professional staff with a
broad range of consulting skills and experience, and provided management
and technical consulting services to the 320 Girl Scout councils
throughout the United States, Puerto Rico, and Virgin Islands. Staff
organized as cross-functional teams and functioned out of a matrix
management design.
- Provided leadership to a
comprehensive human services department with a staff of 1,200 employees,
nine divisions, and a budget in excess of $120 million.
- Transferred County responsibility
for direct service delivery of adult, public primary health care
services to two taxing hospital districts - negotiated terms of both
contracts. Initiated discussions to transfer mental health services as
well.
- Primary team role in restructuring Fire Rescue
services to bring municipal governments into service delivery design,
cross train firefighter/paramedics, and change imbalance in payment
between county and city services.
- Managed the completion of a
population-based, five-year health plan.
- Implemented the District of
Columbia's Certificate of Need (CON) law and regulations, and rendered
final CON decisions on health care delivery system projects.
- Wrote health policy and regulations,
and supervised a staff of professionals with skills in administration,
public health, health planning, statistics and information management
- Designed and managed a city-wide
public in-put process to assess effectiveness of health delivery and
finance systems, "Healthcare Summit 1991."
Instructor/Lecturer/Facilitator
- Skilled in large and small group
facilitation, not-for-profit board and nominating committee training.
- Guest lecturer/facilitator on issues
pertaining to leadership and management with particular emphasis on
women's empowerment issues.
- Taught social science courses,
developed curricula, and participated in development of criteria for
faculty evaluation.
