THE MEMBERS OF THE D.C. BOARD OF EDUCATION PRESENT THE FOLLOWING RESOLUTION ON
RATIFICATION OF MEMORANDUM OF UNDERSTANDING ESTABLISHING AN EDUCATION ADVISORY COLLABORATIVE

Whereas, the D.C. Board of Education (Board) endorses the Memorandum of Understanding (MOU) between the Mayor, the Council of the District of Columbia (Council), and the D.C. Board of Education (Board), which creates an education advisory collaborative whose purpose is to work toward the improvement of governance of public education in the District of Columbia and bring stability to the issue of governance while allowing the present form to remain intact during the duration of the MOU and to formalize the participation of the Mayor and Council in the selection and termination of the Superintendent;

Whereas, the MOU seeks to strengthen and ensure the independence of hte Superintendent while executing the policies of the Board:

Whereas, the MOU fosters cooperation between the Mayor, the Council, and the Board, which is essential to increasing student achievement;

Whereas, the stability of the issue of governance is essential to the efforts of the Board to attract and hire an outstanding educational leader to implement educational reform in the district of Columbia;

Whereas, the MOU does not supersede the authority and responsibility of the Board to hire, to terminate, or to evaluate the superintendent; and

Whereas, the Board affirms that it will never take any action that will have the effect of voluntarily relinquishing any authority granted by the Home Rule Charter and the voters of the District of Columbia;

Be it hereby resolved that hte Board ratifies the attached MOU between the Mayor, the Council, and the Board and authorizes the president of hte Board to sign the MOU.
