THE MEMBERS OF THE D.C. BOARD OF EDUCATION PRESENT THE FOLLOWING RESOLUTION ON
APPOINTMENT OF THE INTERIM (ACTING) SUPERINTENDENT

Whereas, the D.C. Board of Education (Board) is charged by law with appointing and holding a Superintendent of Schools accountable for the effective implementation of the policies of the Board and the day-to-day management of the school system; and

Whereas, the Interim Superintendent, Elfreda Massie, has submitted her resignation, effective April 21, 2004;

Whereas, under the requirements of the District of Columbia Municipal Regulations, Chapter 5, Section 500.6, "Whenever the office of Superintendent of Schools becomes vacant due to death, resignation, adverse action, the expiration of the term of office of the superintendent, or for any other reason, the Board of Education shall designate a person to serve as Acting Superintendent of Schools";

Whereas, the Board is engaged in a national search for a permanent Superintendent, which will be completed by July, 2004. The appointment of an Interim Superintendent is necessary to ensure the effectiveness and efficient operation of the District of Columbia Public Schools during this interim period before the appointment of a permanent Superintendent.

Whereas, the Board believes that educational reform efforts should continue while there is search for a permanent superintendent and not wait until the appointment of a permanent Superintendent and will charge the interim Superintendent with leading the continued implementation of an educational reform agenda during this transition period;

Whereas, the Board is committed to working with the Mayor and Council of the District of Columbia to support the efforts of the interim Superintendent to implement an educational reform strategy;

Whereas, the interim Superintendent will perform all the duties and responsibilities of the superintendent, who is responsible for the daily operation and management of the school system and supervises and directs the instructional program in all of the public schools of the District of Columbia and serves as the State Education Officer in carrying out the Board's responsibilities as the State Education Agency.

Be it hereby resolved that the Board appoints Dr. Robert Rice as the Interim Superintendent for a period, beginning on April 22, 2004 and not to exceed one year or until a permanent Superintendent is appointed, whichever is earliest.
