Washington, DC -- District of Columbia Public Schools (DCPS) Superintendent Dr. Clifford B. Janey today announced the appointments of five new members of his executive team: Thomas Brady, Chief Business Officer, Meria Joel Carstarphen, Chief Accountability Officer, Capers Brown, Executive Consultant for Contracts and Acquisitions; Nicole Conley, Director of Resource Allocation and Management; and Mark K Truax, Director of Food and Nutrition Service.
"These individuals bring years of excellence and a variety of public and private sector expertise to DCPS," said Dr. Janey. 'These key senior level administrative appointments, the first of several such appointments, are part of my long-range plan to improve all DCPS operations with a goal toward boosting academic achievement and accountability. I am committed to the best possible use of resources, fiscal and human, and to providing a level of administrative oversight and support services that will enhance and continually improve our academic programs. These appointments are an effort to refocus and refine our efforts to improve our academic programs in DCPS in a manner that will provide greater opportunities for academic success for our students.'
Thomas Brady will serve as the Chief Business Officer. In this new position, Brady will function as the chief operating officer for the school district. Brady served as Chief Operating Officer in Fairfax County Public Schools (FCPS), the 12th largest school district in the U.S., since October 2002. In Fairfax County, he was responsible for the Departments of Human Resources, Finance, Facilities and Transportation Services, and Information Technology. Brady began his career with Fairfax County Public Schools in 1999 as the Assistant Superintendent for the Department of Facilities Services, where he directed the management functions of facility planning, school design and construction, building maintenance, plant operations and energy management for more than 235 school facilities. Brady has a bachelor's degree from Niagara University and earned a master's in Business Administration from Pepperdine University. He is also a graduate of the U.S. Army War College.
The new Chief Accountability Officer, Media Joel Carstarphen, will be responsible for compliance with the No Child Left Behind Act as well as implementing the new academic standards and tying these standards into the District's professional development and campus accountability systems. She was most recently the Executive Director for Comprehensive School Improvement and Accountability at Kingsport (TN) City Schools, a district serving 7,000 students and 950 employees; a position she has held since 2003. She has a bachelor's degree in political science and Spanish from Tulane University, a master's degree in education in administration, planning and social policy from Auburn University and a doctorate in education in administration, planning and social policy concentration in urban superintendency from Harvard University.
Capers Brown, Executive Consultant for Contracts and Acquisitions, joins DCPS after serving as an executive for ExxonMobil Corporation for 24 years. He will be responsible for providing leadership for the school district's office of contracts and acquisitions and procurement change management advice to the Superintendent. His extensive business experience is in the areas of manufacturing, marketing, business development, change management and procurement. Brown has a bachelor's degree in communication from Johnson C. Smith University and a master's degree in human resources management from Pepperdine University.
As the new Director of Resource Allocation and Management, Nicole Conley will be responsible for oversight of DCPS' budget operations and allocations of school system's resources. She has been Director for Budget, Planning and Analysis for DCPS since April 2003. Prior to that, she held several senior budget and fiscal management positions for the New York City Board of Education. Conley has a bachelor's degree in, sociology from the University of Colorado at Boulder and a master's degree in urban policy analysis and management from the Robert J. Milano Graduate School of Management and Urban Policy.
Mark K Truax, the new Director of Food and Nutrition Service, will be responsible for the management, oversight and enhancement of the DCPS food service operations. He has been owner/president of The Ultimate Basket in New York and an account coordinator for School Link Technologies (formerly SNAP Systems), where he was responsible for implementation and support of computer software in school district food service departments. Truax also served for six years as Director of Food Services for the Patterson Public Schools in Patterson, NJ and has food service experience in the Middletown and Clarkstown Central school districts in New York. He has extensive public school private sector food-service related experience. Truax has a bachelor's degree in elementary education from New York State University College at Plattsburgh.
Dr. Janey also announced that former Interim Superintendent Dr. Robert Rice will continue as a Special Assistant to the Superintendent.
As a result of the new appointments, the Superintendent's executive cabinet will now be composed of eight senior staff members. Additional positions will be announced within the next month.

For example, the new position of Chief Accountability Officer will bring together student attendance, student performance, testing and professional development and at the same time create a framework for a stronger campus accountability system than we have had in the past.
These changes compresses the management structure and makes it more efficient and more effective. For example, academic programs will now report to the Chief Accountability Officer.

Assist the CFO in the management and oversight of primary financial operations, develop and implement fiscal policies to ensure fiscal control. Prepare financial status reports, budget forecasts and cost analysis. Conduct a variety of fiscal and administrative studies and prepare and present written recommendations. Serve as major advisory to the CFO, the Board of Education and the Superintendent. Colonel Thomas Brady is being appointed to the position of Chief Business Operations Officer. He comes highly prepared for this role after having served as the Chief Operating Officer for Fairfax County Public School in Virginia. Mr. Brady will be responsible for the overall operations of the District which include the management services of food and nutrition and reproduction services. He will also be overseeing budget planning and management, technology (administrative), contracts and acquisitions and facilities management, Additional functions are under discussion as the reorganization proceeds.
Colonel Brady has dedicated his entire professional life to public service, through the US Army and through five years with Fairfax County Public Schools where he also served as the Assistant Superintendent for the Department of Facilities Services. Mr. Brady is active in his local community and has served as the president of the Parent-Teacher-Student Association at his children's school. Mr. Brady received a Bachelor of Arts degree from Niagara University and earned a Masters in Business Administration from Pepperdine University. He is a graduate of the U.S. Army War College. He and his wife, Lisa, have five children and two grandchildren and reside in Fairfax Station, Virginia.

Mr. Capers Brown, an executive on loan from ExxonMobil Corporation, will be responsible for responsible for providing leadership support for the school district office of contracts and acquisitions, and procurement change management advice to the Superintendent. He has extensive business experience in the areas of manufacturing, marketing, business development, change management and procurement.
Mr. Brown earned his Bachelors of Art from Johnson C. Smith University and a Masters degree from Pepperdine University. He is active in his community, and serves as the Treasurer of the Minority Parents for Excellence in Education. He and is wife Beverly reside in northern Virginia and are the parents of two daughters.
Mr. Capers Brown has been with DCPS since Monday, October 4, 2004.
Dr. Carstarphen will be charged with the responsibility of creating an Office of Accountability. This office is responsible for improving the learning and achievement of students in DCPS. Dr. Carstarphen will incorporate functions of curriculum alignment, policy development, professional development, testing and accountability. She has an expansive view of accountability and foresees working closely with the Office of Academic Services, Technology and Student Services to achieve the district learning targets and goals for students.
Dr. Meria Carstarphen most recently served as the Executive Director for Comprehensive School Improvement and Accountability for Kingsport City Schools in Tennessee. Dr. Carstarphen has held a variety of positions for schools districts across the country, including Spanish language teacher, principal intern, and Special Assistant to the Superintendent. She was also a freelance photographer for the National Geographic Society. Additionally, Dr. Carstarphen serves on leadership committees for policy reform, including the Eastern Tennessee Professional Development Working Group and Consolidated Planning & Needs Assessment for Federal Programs.
She received a Bachelor of Arts degree from Tulane University and a Masters degree in Elementary and Secondary Schools from Auburn University. Dr. Carstarphen earned both her Masters and Doctor of Education in Education Administration, Planning and Social Policy from Harvard University.
Dr. Carstarphen will assume her duties November 29, 2004.
Nicole Conley will be working for DCPS in the role of Director of Resource Allocation and Management. Nicole is well known to DCPS having recently served as the Director for Budget, Planning and Analysis. Most recently, she has been taking the leadership in assisting the District with the Performance Based Budgeting process. In her new role, Ms. Conley will serve as the primary liaison to the CFO to assure that the budget execution and the district's fiscal goals are successfully met.
Ms. Conley's main deliverables will include researching the current methodology on how the district allocates funding to schools through the Weighted Student Formula process. With that, she is tasked with developing a stakeholder committee which will make recommendations to the Board for approval.
Ms. Conley has extensive public sector business experience, as she has served in several senior level positions for the New York City Council and the New York City Board of Education. She has a Bachelor of Art degree in Sociology from the University of Colorado at Boulder and a Masters in Urban Policy Analysis and Management from the Robert J. Milano Graduate School of Management and Urban Policy.
Ms. Conley reported to her position on October 11, 2004.
Mr. Mark Truax will bring more than eighteen years of senior level Food Service experience with him when he begins as the Director of Food and Nutrition Services this fall. He has served as the Director of Food and Nutrition Services for school districts in West Nyack, New York; Middletown, New York; and Patterson, New Jersey.
Most recently, Mr. Truax is the owner of The Ultimate Basket, an upscale gift basket company in Manhattan, New York. Past awards he has received include, winner of the New York State Best Practices Award for Innovative Cafeteria Practices and Recipient of the Silver Rising Star Food Service Achievement and Management Excellence Award. Mr. Truax earned his Bachelors of Science degree from the State University of New York at Plattsburgh.
Mr. Truax will begin his duties on November 8, 2004.
