SUPERINTENDENT OF SCHOOLS APPOINTS 44 NEW PRINCIPALS:
"An important first step in preparing students for new academic standards"

Washington, DC – DC Public Schools Superintendent Dr. Clifford B. Janey today announced the appointments of 44 new principals of schools throughout the school system. The appointments are part of Dr. Janey’s commitment to parents to provide high-quality teachers and principals for all DC Public Schools.

"The new academic standards that will be in place this fall will not only require high-caliber teachers, but also strong, focused and effective campus leaders," said Janey. "The new principals hired today bring a depth of expertise and professionalism that will allow them to help their teachers get our students where they need to be."

There are 22 new principals for elementary schools, seven new principals for middle and junior high schools, nine new principals for high schools, two new principals for education centers, three new principals for special education centers and one new principal for the arts center.

The new principals, their school assignments and bios are as follows:

Dayo Akinsheye will serve as Principal of the Marie Reed Learning Center. Akinsheye served as an Assistant Principal at Reed and has been a Mathematics Methods Instructor, a Mathematics Resource Teacher, and a Mathematics Curriculum Writer. She has a bachelor’s degree from Boston University, a master’s degree in African Studies from Howard University and a master’s degree in Education Leadership from George Mason University.

Carolyne E. Albert-Garvey will serve as Principal of Murch ES. Albert-Garvey was a Resident Principal at Nalle ES, and has been a French Immersion teacher in the Fairfax County Public Schools, the Prince George’s County Public Schools and in Canada. She has a bachelor’s degree from the L’Universite de Moncton, NB, Canada, a master’s degree from George Washington University and a master’s degree from Trinity College.

Amanda Alexander will serve as Principal of Bunker Hill ES. Alexander has been an Assistant Principal of PS2 Meyer London ES in New York, NY and was a New Leaders for New Schools Principal Intern at PS40 in New York. She has experience as a teacher at Walker-Jones ES and served as a DCPS Summer Leadership Fellow. She is a graduate of the New Leaders for New Schools program. She has a bachelor’s degree and a master’s degree, both from Howard University, a master’s degree from Baruch College and is a doctoral candidate at American University.

Carol F. Barbour will serve as Principal of Rudolph ES. Barbour has been both a Principal and an Assistant Principal in Prince George’s County and an Assistant Principal in the Alexandria City Public Schools. She also has experience as an English Language/Literature teacher. Barbour has a bachelor’s degree and a master’s degree from Norfolk State University.

Ruth N. Barnes will serve as Principal of Thomas ES. She was most recently Assistant Principal of Mildred Green ES and earlier served as both Assistant Principal and Summer School Principal of Thomas ES. Barnes has also been a teacher in DC Public Schools and was Director/Teacher of the Lansdowne Learning Center in Landover, Md. She has a bachelor’s degree in Sociology from Virginia Union University, a master’s degree in Educational Administration from George Mason University, and has done course work in Early Childhood Education at Trinity College.

Anita Michele Berger will serve as Principal of Banneker SHS. She was most recently Assistant Principal at Banneker SHS. She was also Health and Physical Education Teacher, Summer School Principal/Coordinator, After School Program Coordinator, and Track/Volleyball Coach at Banneker. She has taught at Howard University and at City Lights School. She has a bachelor’s degree in Physical Education/Secondary Education and a master’s degree in Administration/Exercise Physiology, both from Howard University.

Darwin Bobbitt will serve as Principal of Benning ES. He has served as a Summer School Principal in Dayton, Ohio and as an Assistant Principal in Alexandria City Public Schools. He also has experience as a reading and math teacher. He has a bachelor’s degree from Central State University and a master’s of Education Leadership certification from Miami University in Oxford, Ohio.

Sharon L. Bovell will serve as Principal of Tubman ES. She was most recently Assistant Principal of Tubman and has been an Education Supervisor of Head Start Programs and a Teacher, both in DC Public Schools. She received a bachelor’s degree in Elementary Education from Cheyney State University and a master’s degree in Educational Administration from the University of the District of Columbia.

Reginald Burke was reappointed Principal of Springarn SHS. Burke has served as Interim Principal at Springarn SHS and Dunbar SHS. He was Principal at Phelps Career SHS and Assistant Principal at Bell Multicultural HS. He also has experience as a Physical Education and Health Science Teacher. Burke has a bachelor’s degree and a master’s degree, both from Howard University.

L. Nelson Burton will serve as Principal of the MM Washington Career Services High School. Burton has served as Assistant Principal at Kramer MS and Benjamin Banneker SHS. He also has experience as a Social Studies teacher. Burton has a bachelor’s degree from the University of the District of Columbia, a master’s degree from Trinity College and has completed the New Leaders for New Schools program.

Pedro A. Cartagena will serve as Principal of Adams ES. He has a doctorate in Educational Administration from Virginia Polytechnic Institute at Virginia Tech, a master’s degree in Educational Administration from the University of Puerto Rico, a bachelor’s degree in History from the University of San Diego and a certificate in Educational Administration from Virginia Polytechnic Institute. Cartagena has served as an Assistant Principal at Bell Multicultural High School. He also has experience as an Assistant Principal, Student Support Special and Social Studies Teacher in the Montgomery County Public Schools.

Arienne M. Clark will serve as Principal of Brent ES. She was a New Leaders Resident Principal at Capitol Hill Cluster School, and has served a Site Manager for Building Educated Leaders for Life (BELL); a Co-Director of Teaching and Learning for CVS Highlander Charter School in Providence, RI; has taught at Tree of Life Public Charter School in Washington, D.C., and the Community Preparatory School and CVS Highlander Charter School, both in Providence, the Brearley School in New York City, and in the New York Public Schools. She received the bachelor’s degree in Educational Studies and Public Policy from Brown University and the master’s degree in Early Childhood and Elementary Education from New York University. She also completed the New Leaders for New Schools program at Trinity.

Stephanie Crutchfield will serve as Principal of Francis JHS. She has a master’s degree in Education, Administration and Supervision Vocational Education and Technology and a Bachelor of Science degree in Business Education from Virginia State University. She also has certificates in Special Education and Secondary School Administration and Supervision from Indiana. Crutchfield served as the Special Education Coordinator for High Schools for Spotslvania County. She also has experience as a Principal, Vice-Principal and classroom teacher in the Indianapolis Public Schools and school districts in Virginia.

Sylvia S. Dark will serve as Principal of Johnson JHS. She was most recently the Acting Principal at Johnson. She has also served as an Assistant Principal, Academic Facilitator, and Social Studies Teacher at Johnson, and as a Social Studies Teacher at Anacostia SHS. Dark received a bachelor’s degree from Livingston College in Salisbury, NC and a master’s degree from George Washington University. She has also done graduate work in Education and Special Education at Trinity College.

Brandon Carlyle Eatman will serve as Principal of the Capitol Hill Cluster School, where he was most recently Assistant Principal. He has also served as No Child Left Behind Coordinator, a classroom teacher, and P.M. Coordinator for Summer STARS/SEAS Program, all at Scott Montgomery ES. Eatman is a candidate for a doctorate in Educational Leadership at George Mason University. He received a bachelor’s degree in Psychology from Howard University, and a master’s degree in Educational Leadership from George Mason. He has done extensive graduate work in Early Childhood Education at Trinity College.

Sherry Eichorn will serve as Principal of Beers ES. Eichorn has a master’s degree in Mid-Management Supervision from the University of Texas at El Paso and a bachelor’s degree in History and English from Alabertus Magnus College in New Haven, Connecticut. She has experience as a Principal, Assistant Principal and classroom teacher in the El Paso Independent School District.

Donna M.N. Edwards will serve as Principal of Webb ES. She was most recently Principal of St. Augustine Catholic School. She has also been Research Coordinator for DC VOICE and School-to-Careers Program Manager for Communications, Marketing, and Outreach. She received a bachelor’s degree in Sociology from the State University of New York, a master’s degree in Education Administration and Supervision from Trinity College, and a law degree from Howard University.

Adelaide D. Flamer will serve as Principal of Simon ES. She was most recently Assistant Principal at Grove Park ES in Baltimore. She has also served as a Consulting Teacher and Language Arts Teacher at Grove Park, and has taught at Graceland Park O’Donnell Heights ES in Baltimore. Flamer received a bachelor’s degree from Hampton University, and a master’s degree and doctorate from Morgan State University.

Wilma L. Gaines will serve as Principal of MM Washington SPED. She was most recently Assistant Principal at Woodrow Wilson SHS. She has also been a Vice Principal at City Lights School; a Mental Health Partner for Family and Child Services in Washington, D.C.; Interim Principal, Assistant Principal and Educational Specialist, all at Options Public Charter School in Washington, D.C.; and a Special Education Teacher at Cleveland ES. She has a bachelor’s degree in Special Education from DC Teachers College, a master’s degree in Special Education and a Certificate of Advanced Graduate Studies in School Psychology, both from Howard University, and she is a candidate for the PhD in Educational Administration at Howard.

Robert W. Gill Sr. will serve as Principal of Kelly Miller MS. Gill has a master’s degree in School Administration from the University of the District of Columbia and a bachelor’s degree from Howard University. He has served as Assistant Principal, Principal and classroom teacher in DCPS, including assignments at Roosevelt SHS, Cardozo SHS and Kelly Miller MS.

Jeffrey Francis Grant will serve as Principal of P.R. Harris EC. Grant has a master’s degree in Education Technology Leadership from George Washington University. He has a bachelor’s degree in Political Science and an Associate Arts degree in Philosophy from the University of the District of Columbia. He is pursuing a doctorate in Education Administration and Policy Studies from George Washington University. Grant has experience as a classroom teacher, Science Department Chairman and Athletic Director in public, private and charter schools in the District of Columbia. He also has experience in the Prince George’s County Public Schools system.

Christopher Franklin Gray will serve as Principal of Plummer ES. Gray has served as Assistant Principal of Jefferson JHS. He also has experience as a guidance counselor. Gray has a bachelor’s degree from Elizabeth City State University, a master’s degree from Howard University and a master’s degree in Educational Leadership from George Mason University.

Linda Gray will serve as Principal of Roosevelt STAY. She has served as an Assistant Principal at Roosevelt SHS. She also has experience as a biology teacher. Gray has a bachelor’s degree from the District of Columbia Teacher’s College and a master’s degree from the University of the District of Columbia.

Benjamin Hosch will serve as Principal of Roosevelt SHS. He has a doctorate in Educational Leadership from Bowie State University, a master’s degree in Guidance & Counseling Supervision and Administration and a bachelor’s degree in Elementary Education/Mathematics from Winston-Salem State University. He has experience as a Principal, Vice Principal, Guidance Counselor and classroom teacher in Chester, Pa., and in schools in Maryland and Virginia.

Lillian Y. Ingram will serve as Principal of Springarn EC. She has a master’s degree from Howard University, a bachelor’s degree from Talladega College in Talladega, Alabama and is in the second year of the School Administration program at Trinity College. She has experience as a clinical social worker, coordinator of Special Education and has served as Interim Principal at the Springarn Center.

Janette Johns-Gibson will serve as Principal of Walker Jones ES. She has been an Assistant Principal at Ballou SHS, Wilson SHS, and Phelps Career SHS, and a STARS Principal at Deal JHS. She has a bachelor’s degree in English from the University of the West Indies, and a master’s degree in Education and a doctorate in Organizational Communication, both from Howard University.

Melissa M. Kim will serve as Principal of Deal JHS. She has served as an Assistant Principal in the Arlington County Schools and as a Resident Principal at the Capitol Hill Cluster School. She also has experience as a classroom teacher and a curriculum writer. She has a bachelor’s degree from Colby College, a master’s degree from Trinity College and has completed the AmeriCorps Teach for America and New Leaders for New Schools program. She was also with the New Leaders New Schools program in the 2003-04 school year.

Katherine B. Latterner will serve as Principal of the Fillmore Arts Center. She was most recently Director of Education of The Musical Theater Center in Rockville. She has also served as Music and Creative Writing Teacher, an intern in Educational Leadership, and Director of Fillmore Arts Summer Camp, all at the Fillmore Arts Center. She has a bachelor’s degree in English from Bucknell University in Lewisburg, Pa. and a master’s degree in Educational Leadership from George Mason University. She also holds certificates in Creative Uses of Music in the Early Childhood Program from the Levine School of Music and in African Songs and Games, Music of the Civil Rights Era, Native American Music from the John F. Kennedy Center.

MenSa Ankh Maa will serve as Principal of Jefferson JHS. Maa has served as Resident Principal of Hardy MS. Maa also has experience as an eighth-grade administrator at Jefferson JHS and a teacher at Hardy MS. Maa has a bachelor’s degree from Syracuse University, a master’s degree from Cornell University, and is working on a Master of Science in Educational Administration.

David Mason will serve as Acting Principal of Moten Center. Most recently, he was Restructuring Implementation Specialist at Baltimore City Public Schools. He served as an Adjunct Professor at Southeastern University in Washington, D.C. He has also served in several positions at DC Public Schools, including Assistant Superintendent, Principal, Assistant Principal and teacher.

Gregory S. Matthews will serve as Principal of the Taft Center. He was Interim Assistant Principal at Maree Garnett Farring ES in Baltimore. He has served as Business Manager at Walbrook HS and Special Educator at Greenspring MS, both in Baltimore. He was also a teacher in the Baltimore City Public Schools. Matthews has a bachelor’s degree from Coppin State College; a master’s degree from Johns Hopkins University; and Administrator I & II Certificates from the Maryland State Department of Education.

Angela N. Morton will serve as Principal of Smothers ES. She was a New Leaders Resident Principal/Assistant Principal at Harriet Tubman ES. She has also been a DCPS teacher at Adelaide Davis and James Birney elementary schools, and was a first grade teacher at Barnaby Manor ES in Oxon Hill, MD. Morton has a bachelor’s degree in Family Studies from the University of Maryland, and master’s degrees from George Washington University and Trinity College.

Valorie Boyd Powell will serve as Principal of Marshall EC. She was Assistant Principal at Eastern MS, Argyle MS and Robert Frost MS, all in Montgomery County Public Schools. She has also taught in Montgomery County and Baltimore public schools. She received a bachelor’s degree, and master’s degrees in Administration & Supervision and in Guidance & Counseling, all from Bowie State University.

H. Douglas Rice II will serve as Principal of Seaton ES. He has served as Principal and Assistant Principal in Cleveland, Ohio. He also has experience as a Special Education Teacher. Rice has a bachelor’s degree from Central State University and a master’s degree from Cleveland State University.

Rosalyn L. Rice will serve as Principal of HD Cooke ES. She has been a New Leader Resident Principal at both Lafayette and Oyster Bilingual elementary schools. She also taught at Westport Academy in Baltimore and at Dundalk MS in Dundalk, MD, and was a master teacher at the University of Maryland at Baltimore. Rice received her undergraduate degree from Carnegie Mellon University in Pittsburg, and completed graduate work in U.S. and world history at the College of Notre Dame in Baltimore. She is expected to complete a master’s degree in Education Administration from Trinity College this year.

Richard E. Rogers Jr. will serve as Principal of Gage-Eckington ES. Rogers has served as Principal at the Barbara Jordan Public Charter School and Summer School Principal at Slowe ES. He also has experience as a teacher and educational trainer. Rogers has a bachelor’s degree from Lincoln University, a master’s degree from Trinity College and a master’s of Science Certificate in Educational Administration and Leadership from Johns Hopkins University.

Duane L. Ross will serve as Principal of Hine JHS. He was most recently Principal of Simon ES and has also been Principal of Hendley ES. Ross has also been Assistant Principal of London Town ES in Fairfax County and was a teacher in DC Public Schools and Prince George’s County Public Schools. He received a bachelor’s degree from the University of the District of Columbia, a master’s degree from Trinity College, a PhD from George Washington University, and has completed other graduate studies at George Washington.

Karen Denise Smith will serve as Principal of Ballou SHS. She has a master’s degree from Trinity University, a master’s degree from George Washington, and a bachelor’s degree from Hampton University. She has served as Resident/Assistant Principal at McKinley Technology SHS. She also has experience as an English/Language Arts teacher. She has completed the Teach for America and New Leaders for New Schools programs.

Margaret Stephens-Aliendre will serve as Principal of Wilkinson ES. She has a PhD in Administration and Supervision from Berne University in Wolfeboro Falls, New Hampshire, a master’s degree in Special Education from Long Island University and a bachelor’s degree in Radio and Television from Brooklyn College. She also has an Associate degree in Corporate Communications from the Borough of Manhattan Community College. She has experience as a classroom teacher, a college lecturer and professor and as an Assistant Principal and Principal.

Keith T. Stephenson will serve as Principal of Browne JHS. He has been serving as Acting Principal of Browne and before that was Assistant Principal. He has also been an American History Teacher at Jefferson JHS and has taught in Anne Arundel Public Schools and in Trenton (N.J.) Public Schools. He received a bachelor’s degree from Lehigh University and a master’s degree from Bowie State.

Sharron Darlene Stroman will serve as Principal of West ES. Stroman has a master’s degree in Educational Administration from Trinity College, a master’s degree in Education, Literacy and Language Education from Purdue University, and a bachelor’s degree in Elementary Education from Howard University. She has experience working as a classroom teacher in the Fairfax County Public Schools and Montgomery County Public Schools. She also served as a Resident Principal at Kimball ES through the New Leaders for New Schools program.

Consuela Warren Ellis will serve as Principal at Oak Hill Academy. She has a master’s degree in Administration Supervision from the University of the District of Columbia and a bachelor’s degree in English from the D.C. Teachers’ College. She has experience as an Assistant Principal and classroom teacher, including assignments at Woodson SHS, Shaed ES and M.M. Washington Career HS.

Jacqueline Williams will continue to serve as Acting Principal of Eastern SHS. She has been an Acting Principal, Summer School Principal, Assistant Principal, Summer STARS Principal, Administrative Intern, and Mathematics Teacher, all in DC Public Schools. She has also been an Adjunct Instructor at George Mason University. Williams received a bachelor’s degree in Mathematics from Howard University, a master’s degree in Computer Education and a Certificate of Advanced Graduate Studies, both from Trinity College. She has also done graduate work in Administration at Trinity.

Elizabeth Calkins Whisnant will serve as Principal of Mann ES. Whisnant has served as a Principal and Assistant Principal in Charlotte, NC. She has also served as an instructional coach for principals. She has a bachelor’s degree from Harvard University, a master’s degree from Lesley College and a Certificate in Administration from the University of North Carolina at Charlotte. She also attended the Harvard University, Graduate School of Education Principals’ Center.

The first day of school is Monday, August 29.
