Resolution R07- 41
The D.C. Board of Education presents the following Resolution on
The Emergency Student Achievement Act
WHEREAS, the Board of Education (Board) is committed to
providing all children in District of Columbia Public Schools with a
quality education according to the highest standards and is a
high-performing organization that is focused on student achievement;
WHEREAS, the Board does not support any governance change
that would leave parents, students and community stakeholders without a
voice regarding public education. Further, the Board will commit to a
public dialogue about its plan for student achievement including
parents, the city’s executive branches of government, community
advocates, business groups and the full spectrum of the education
community including charter schools, early childhood education and the
consortium of universities;
WHEREAS, the Board has a strong record of success in
recent years including the development of the Master Education Plan, the
Master Facilities Plan, establishing rigorous curricula and standards,
hiring principals and teachers, increasing the number of certified
teachers, excessing almost one million square feet of space and reducing
truancy;
WHEREAS, the Board requests that the Mayor and Council of
the District of Columbia make legislative changes that will facilitate
improved student achievement. Specifically, the Board seeks legislative
changes that would permit the effective implementation for improvement
in the delivery of instructional services as well as rapid
infrastructure changes;
WHEREAS, the Board is accountable for achieving specific
outcomes in the legislation, including student achievement, special
education, capital project execution and the reform of chronically
failing schools;
THEREFORE BE IT RESOLVED That the D.C. Board of Education
hereby transmits to the Council of the District of Columbia (Council)
the Emergency Student Achievement Act, and the Board further requests
that the Council conduct a public hearing on the legislation and act
swiftly to approve the legislation for the benefit of D.C. Public school
students.
